Repairs to Existing River Dock Cells
Ohio River, Mile 49.1


1. To All Whom It May Concern: Notice is given that Marathon Petroleum will be repairing existing River Dock Cells on the Ohio River, river mile 49.1, in Wellsville, Ohio.

2. Please note, the contractor will work within the area Monday through Friday 7:00 a.m. to 5:00 p.m., beginning November 11, 2012 and ending December 31, 2012.

3. A barge mounted crane and material barge will be used during the work activity.

4. Mariners should monitor radio frequency channels 13 and 16 while transiting in the vicinity of the construction site.

5. Navigators, please note the location and duration of this work and use caution in and around the area.

Change to Lift Gate Operation Schedule & Closure of River Lock


1. TO ALL WHOM IT MAY CONCERN: Notice is given that the U.S. Army Corps of Engineers has revised the Montgomery Dam - Lift Gate Operation Schedule. This action is necessary due to severe deterioration found on the sprocket assembly (pickup points) of four lift gates. These four lift gates have been taken out-of-service and the gates cannot be used until repairs are made. This will require Lift Gates #1 and #2 to be operated earlier than normal. Since the gates are near the lock chambers it could affect outflow on the dam for vessels entering or leaving the upper lock approach. Navigators should be aware of this change and use extra caution in this area.

2. The gravity dam blocks used to bulkhead the dam Lift Gates will be prepositioned at Montgomery to be used in case of a dam gate emergency. The barges used to transport and store the gravity dam will be located in the auxiliary chamber. The 56’ X 360’ River Lock Chamber will be closed until further notice.

Navigation Notice #12-40, dated September 20, 2012 has been revised.
The lock hours for Lock 5, Allegheny are shown below in paragraph 1.b.

1. TO ALL WHOM IT MAY CONCERN: Notice is given for seasonal lock closings and schedule of lock operation for the Allegheny River, as follows:

a. Lock 2, C.W. Bill Young Lock (formerly Lock 3), and Lock 4, Allegheny River will continue to operate daily from 8:00 A.M. till 12:00 Midnight.

1. TO ALL WHOM IT MAY CONCERN: Notice is given that effective the week of October 29, 2012, small boat warning signs and pillar buoys at all navigation dams will be removed from the Allegheny, Monongahela, and Ohio Rivers in this District in advance of the ice and high water season.

2. Boaters are cautioned that they must approach the locks, especially when proceeding downstream, with extra care. Boaters are urged to consult their navigation charts to be absolutely sure of their landmarks when approaching the locks and dams.

3. Small boat warning signs and pillar buoys will be replaced prior to the start of the recreation boating season next year.

4. For year-round marking of Corps navigation dams, mid river warning signs are in place upstream of the following dam sites:

To All Whom It May Concern: Notice is given that River Salvage, contractor for the Allegheny Energy Supply Company, LLC, will be performing construction work along the left bank of the Monongahela River, in accordance with their permit 1968-002, at Mile 78.1, Masontown, Greene County, Pennsylvania.

2. The work will be performed Wednesday, September 26th until Friday, September 28th, 8:00 A.M. to 5:00 P.M.

3. A 24-foot flat bottom dive vessel, the E.O. Wilson, will be on site to perform the work.

Removal of Flashboards Lock & Dam 9, Allegheny River, Mile 62.2

1. TO ALL WHOM IT MAY CONCERN: Notice is given that Allegheny Hydro No. 9, L.P. will remove the temporary flashboard system, river conditions permitting, at Lock and Dam No. 9, Allegheny River, Mile 62.2. The work is scheduled to be performed between the hours of 6:00 AM and 6:00 PM daily beginning 3 October 2012 with the anticipated ending date of 17 October 2012.

2. In association with this work, the upper pool will be temporarily drawn down by the hydropower project approximately to elevation 821.7 for the removal of the steel bars and timber boards across the crest of the dam. This elevation equates to an upper pool gage reading of 8.5 or a water level at 0.5 feet below the crest of the dam. This will result in a total change of approximately 1-foot below the normal pool level.

3. Navigators are cautioned to travel within the limits of the navigation channel during this temporary lowering of the upper pool. In addition marina owners and owners of private docking facilities upstream of the dam may be temporarily affected by this work and the associated pool draw down.

Winter Season Lock Closings and Schedule of Lock Operation for Monongahela River

1. TO ALL WHOM IT MAY CONCERN: Notice is given for seasonal lock closings and schedule of lock operation for the Monongahela River, as follows:

a. Braddock L/D, Lock 3, Lock 4, Maxwell L/D, Grays Landing L/D and Point Marion L/D, Monongahela River will continue to operate 24 hours daily.

b. Morgantown L/D, Hildebrand L/D and Opekiska L/D, Monongahela River will be closed for the season, effective October 28, 2012, except for commercial appointment lockages.

2. Commercial operators desiring appointment lockages during non-operating hours at Morgantown, Hildebrand and Opekiska must make arrangements at least 24 hours in advance by calling Point Marion L/D (724-725-5289 or 724-725-1283) between the hours of 7:30 A.M. and 3:00 P.M.

3. Because of limited staffing, no lockages will be made between 11:00 P.M. and 6:30 A.M. at Opekiska L/D, Hildebrand L/D, or Morgantown L/D. No appointments will be accepted for lockages that would occur during this 7-1/2 hour period.

4. As always, for this appointment procedure to operate smoothly, communications between the vessels and the locks must be continuous. In this way, neither vessels nor lock operators should experience any extended waiting times when unexpected conditions cause a vessel to vary from its scheduled appointment. Captains or pilots on the vessel should also communicate immediately with the lock personnel at Point Marion L/D when fog or other river conditions will delay their arrival. In an emergency, if contact cannot be made directly with Point Marion L/D the message can be sent through Grays Landing L/D (724-583-8304) or Maxwell L/D (724-785-5027).

TO ALL WHOM IT MAY CONCERN: Notice is given that the U.S. Army Corps of Engineers Repair Fleet will be working in the 56’ x 720’ land lock chamber at Lock and Dam No. 4, Monongahela River, Mile 41.5, to off-load contractor construction materials in the upper approach. The Repair Fleet will be working at Lock and Dam No. 4 from October 10 through 11, 2012.

2. During the work period, the 56’ x 720’ land lock chamber will be closed from 8:00 AM until 4:00 PM daily.

3. This work is necessary to prepare for future construction phases of the lock and dam rehabilitation project.

Maxwell L/D, Monongahela River, Mile 61.2Closure of River Lock Chamber

1. TO ALL WHOM IT MAY CONCERN: Notice is given that the River 720’ X 84’ Lock Chamber will be closed to all traffic on Wednesday, September 5, 2012 to repair a hydraulic leak in the system. It is anticipated the chamber will be closed from 08:00 to 12:00 to facilitate this repair.

2. The 720’ X 84’ Land chamber is closed due to a Gate Anchorage instability issue.

3. Only minor delays to navigation are expected.

New Cumberland L/D, Ohio River, Mile 54.3 Installation of Floating Mooring Bitts/Extensions & US Valve Cylinders in the 110’ x 1200’ River Lock Chamber

 

1. TO WHOM IT MAY CONCERN: Notice is given that the U.S. Army Corps of Engineers Repair Fleet will be working in the 110’ x 1200’ river lock chamber at New Cumberland L/D, Ohio River, Mile 54.3 to reinstall floating mooring bitts and new floating mooring bitt extension frameworks at up to four locations, and the replacement of both upstream hydraulic valve operating cylinders. The Repair Fleet will be working at New Cumberland from October 15 thru November 9, 2012.

 

During the work period the 110’ x 1200’ river lock chamber will be closed Monday through Friday, 24-hours per day, beginning at 8:00 A.M. Monday through 12:00 P.M. Friday; the 110’ x 600’ will remain open during this same time period.

The 110’ x 1200’ river lock chamber will reopen to navigation for the weekends and the 110’ x 600’ land chamber will be closed Saturdays and Sundays from 12:01 A.M. Saturday through 8:00 A.M. Monday for the weekends of 20-21, 27-28 October, and 3-4 November 2012. Tow haulage winches will not be available, but a double lockage will be accepted if “industry self-help” is available.

The floating mooring bitts work locations are as follows:

River Wall, 50’ Marker (1st FMB downstream of upper gates)

River Wall, 100’ Marker (2nd FMB downstream of upper gates)

River Wall, 1150’ Marker (2nd FMB upstream of lower gates)

Middle Wall, 400’ Marker (2nd FMB downstream of upper gates)

These particular floating mooring bitts will be out of service throughout the work period.

Additionally, the upstream hydraulic valve operating cylinders (x2) for the 110’ x 1200’ river chamber will be replaced.

Temporary Conditional Drawn Down of Navigation Pool and
Boating Safety Zone at
Lock and Dam 6, Allegheny River, Mile 36.3


1. TO WHOM IT MAY CONCERN: Notice is given that the U.S. Army, Corps of Engineers will be conducting a hydrographic survey and dive inspection for scour analysis of the Dam at Lock and Dam 6, Allegheny River. The work, currently scheduled for September 17, 2012, is subject to favorable flow conditions.

2. In association with this work, it will be necessary to temporarily draw down the upper pool by the hydropower project to a level just below the crest of the Dam which equates to an upper pool gage reading of between 8.5’ and 9.0’. The temporary draw down is anticipated to begin at 0400. The survey and dive inspection will take approximately 4 to 6 hours to complete once the draw down is completed and an upper pool gage reading of between 8.5’ and 9.0’ is reached. Anticipated duration of the draw down is 8 to 10 hours. (It should be noted that this temporary draw down of the pool is conditional. Any precipitation upstream of Lock and Dam 6, Allegheny River will affect our ability to maintain this upper gage and the pool could return to normal levels)

3. Navigators are cautioned to travel within the limits of the navigation channel during this temporary lowering of the upper pool. Maxwell L/D, Monongahela River, Mile 61.2
Closure of Land Lock Chamber

1. TO ALL WHOM IT MAY CONCERN: Notice is given that the Land 720’ X 84’ Lock Chamber is closed to all traffic until further notice due to a Gate Anchorage instability issue. This chamber will remain closed until repairs are completed. No completion date has been established for this repair.

2. The 720’ X 84’ river chamber will remain open to navigation and only minor delays to navigation are expected.

 

 



Navigation Notice No. 12-33
Demolition of Span 24, 25, and 26 of the 31st Street Bridge
Allegheny River, back channel, River Mile 2.5

1. To All Whom It May Concern: Notice is given that Trumbull Corporation employed by the Pennsylvania Department of Transportation will be demolishing three spans of the 31st Street Bridge at Herrs Island over the back channel of the Allegheny River at river mile 2.5. The work is scheduled to begin on Monday, August 13, 2012 and be completed by Friday, August 17, 2012. As part of this demolition effort, blasting is scheduled to occur on August 16, 2012, at approximately 1000 hours.

2. A tow boat and floating crane will be operating in the back channel during this period to remove the sections of the bridge that will be dropped into the backchannel and on adjacent shorelines.

3. Commercial navigation in the main channel will not be interrupted. Minor impacts to recreation traffic in the back channel may occur during this time. Mariners should monitor radio frequency channel 12 while transiting in the vicinity of the construction site.

4. Navigators, please note the contractor will continue to work within the area Monday through Friday, 0700 to 1700 hours, beginning August 20, 2012 and ending December 2012.

Braddock Locks and Dam, Monongahela River, Mile 11.3
360X52 River Chamber

1. To All Whom It May Concern: Notice is given that the 360’X56’ river chamber at Braddock L/D will be closed Monday thru Friday beginning 13 August 2012 thru 03 September 2012 due to a hydraulic line leaking. The chamber will be available on weekends, Holidays, and emergencies if needed, during that time period. Beginning 04 September 2012 until further notice, the 360’X56’ river chamber will be closed until repairs are completed. No completion date has been established for this repair.

2. The 110’ x 720’ land chamber will remain open to navigation and only minor delays to navigation are expected.

Emsworth Locks and Dams, Ohio River, Mile 6.2
Intermittent closures of 110’x 600’ River Lock Chamber

1. To All Whom It May Concern: Notice is given that a contractor for the U.S. Army Corps of Engineers will replace the main chamber interlock controls at Emsworth L/D, Ohio River. The work is scheduled to be performed on August 8 and August 9, 2012.

2. During this period, the 110’ x 600’ Land Chamber will remain open to navigation, but will experience a closure of four (4) hours each day. Each closure will run from 0800 thru 1200 am on August 8 and August 9, 2012. During this period the Auxiliary 56' x 360' river chamber will remain in service. Tow haulage winches will not be available in the auxiliary chamber during these closures, but multiple lockages thru the auxiliary 56' x 360' chamber will be accepted if “industry self-help” is available. Minor delays to navigation are expected.

3. This closure is required to install an upgraded interlock system on the locks control system. The interlock system is designed to prevent inadvertent and unsafe gate and valve operation that has resulted in catastrophic events at other Ohio River Locks.

New Cumberland L/D, Ohio River, Mile 54.3
Intermittent Closures of the 110’ x 1200’ River Lock Chamber

1. TO ALL WHOM IT MAY CONCERN: Notice is given that a contractor for the U.S. Army Corps of Engineers will be working in the 110’ x 1200’ river lock chamber at New Cumberland L/D, Ohio River, Mile 54.3. The contractor should be starting on or about July 30, 2012 and will be completed by September 28, 2012. There will be numerous closures, up to 4 hours, of the river lock chamber throughout the work period. Companies can contact New Cumberland Locks by phone at 740-537-2571 to get the current operational status and a schedule for any future closures.

2. Only the 110’ x 1200’ river lock chamber will experience intermittent lock closures. The 110’ x 600’ land lock chamber will be open for the entire duration of this work. Tow haulage winches will not be available, but a double lockage will be accepted if “industry self-help” is available.

Urban Redevelopment Authority, South Shore Riverfront Park,
Outfall Pipe and Bulkhead Wall Construction,
Monongahela River, Mile 2.8, Left Bank

1. To All Whom It May Concern: Notice is given that Michael Facchiano Contracting, Inc., contractor for the Urban Redevelopment Authority will be performing construction work along the left bank of the Monongahela River, in accordance with their permit 2010-1587, at Mile 2.8, City of Pittsburgh, Allegheny County, Pennsylvania.

2. The work will be performed from 7:00 AM to 5:30 PM, Monday through Friday, beginning August 1, 2012 and ending on or about January 15, 2013.

3. During this work, an 80-foot by 40-foot crane barge, a material barge, the push boat “Hard Hat” and related equipment will be used.

4. During non-working hours, the floating plant will be spudded down and secured at the work site, on the left bank, mile 2.8.

Lock and Dam 4, Allegheny River, Mile 24.2
Special Draft Limitations During Low Water

1. TO ALL WHOM IT MAY CONCERN: Navigators are cautioned that during the current low river flow, the clearance elevation over the upper sill in the single 56-ft x 360-ft chamber at Lock 4, Allegheny River may be less than 9.0 feet; the depth of water over the upper sill is 0.6 feet less than the upper gage reading at any given time. Tows should be keenly aware of their draft when locking through to ensure safe passage. Mariners are cautioned to load barges accordingly to assure a minimum of 0.5 feet of clearance over the upper sill at Lock 4. Example: If the upper gage reading at Lock 4 is 10.1, the maximum allowable barge draft at Lock 4 is 9 feet (10.1 minus 0.6 minus 0.5 = 9.0). In this example, tows with barges exceeding 9 feet draft will not be granted lockage.

2. The Pittsburgh District’s reservoirs/lakes at our flood control projects are below summer pool levels. We anticipate that these reservoirs will be able to continue to augment the flows and maintain normal pool levels during these low water conditions and into the foreseeable future. All mariners are urged to be vigilant and to navigate with caution in the marked channel. Additionally, it is strongly recommended the tow drafts not exceed nine feet, which is consistent with local project channel depth maintained by the Corps of Engineers.

 

 



Navigation Notice No. 12-25
Locks and Dam 4, Monongahela River, Mile 41.5
Special Draft Limitations During Low Water

1. TO ALL WHOM IT MAY CONCERN: Notice is given that the downstream gate sill in the 56ft x 720ft lock chamber at Lock 4, Monongahela River has 10.7 feet of clearance at a lower gage reading of 9.0. Tows should be keenly aware of their draft when locking through to ensure safe passage and to avoid damage to the gate sill. Information concerning the controlling depth over the sill can be obtained from the Lockmaster. The following special draft restrictions will be strictly enforced by lock personnel at Lock 4, Monongahela River during low flow conditions to protect the gate sill from further damage from barge impact: (a) when the lower gage reading is 9.0 to 9.3, maximum draft allowed is 9.0 (b) when the lower gage reading is 9.3 to 9.5, maximum draft allowed is 9.5 feet; (c) when the lower gage reading is 9.6 and above, maximum draft allowed is 10.0 feet. When entering or departing Lock 4 on low pool, towboat operators shall push at the slowest speed possible with the propellers engaged (dead slow); and when the towboat is passing over the downstream gate sill, towboat operators should disengage engines so that the propellers are not moving in order to minimize wheel wash.

2. Due to the low water conditions on the District’s rivers all Mariners are urged to be vigilant and to navigate with caution in the marked channel. It is strongly recommended that tow drafts not exceed nine feet which is consistent with local project channel depth maintained by the Corps of Engineers.

First Energy Generation Corporation, W.H. Sammis Plant,
Maintenance Dredging the Ohio River, Mile 53.7, Right Bank

1. To All Whom It May Concern: Notice is given that CNC Marine, contractor for First Energy will be performing maintenance dredging along the right bank of the Ohio River, in accordance with their permit 2010-674, at about Mile 53.7, near Stratton, Jefferson County, Ohio.

2. The work will be performed from 7:00 AM to 5:00 PM, Monday through Saturday, beginning July 10, 2012 and ending on or about July 18, 2012.

3. During this work, a derrick barge with floating crane, the Bonnie C. and related equipment will be used.

4. Navigators, please note the location and duration of this work and use caution in and around the area.

5. Mariners should monitor radio frequency channels 13 & 16 while transiting in the vicinity of the work site.

6. During non-working hours, the floating plant will be tied off on ice breaker cells, on the right bank, near mile 53.0.

Emsworth Locks and Dam, Ohio River, Mile 6.2
Dewater 56’ x 360’ Auxiliary Lock
40 Day Closure

1. TO ALL WHOM IT MAY CONCERN: Notice is given that the U.S. Army Corps of Engineers' Repair Fleet will close and dewater the small 56’ x 360’ lock chamber to perform repairs to the upstream lock gates and anchorages, miter sills, and filling valves. Also, new rubbing fender timbers will be installed on the upstream river guard wall along the three sheet pile cells. The repair work is scheduled to begin at 1:00 AM on August 20, 2012 and will be completed by 11:00 PM on September 28, 2012.

2. The 56’ x 360’ river chamber will be closed to navigation during this work period. The 110’ x 600’ land chamber will remain open to all navigation during this work period. Minor delays to navigation of up to 4-hours are expected throughout the job with delays of up to 8-hours at the start and end of the work: during dive operations to install the dams and bulkheads; during securing of the pumps and emptying valves; and during the re-watering and demobilization process.

3. General wear and deterioration of the lock gates, gate anchorages, miter sills and filling valves has made it necessary to schedule this work.

Valvoline Rochester Packaging Plant’s Construction of a New Barge Unloading Dock
Ohio River, Right Bank, Mile 24.5

1. TO WHOM IT MAY CONCERN: Notice is given that River Salvage Company will begin Construction of a new barge unloading dock on the Ohio River, Right Bank, River Mile 24.3, Rochester Borough, Beaver County, Pennsylvania.

2. The current work is scheduled to begin on June 04, 2012 and the approximate date of completion is September 30, 2012. The contractor plans to work 6 days a week, Monday through Saturday, 10 hour days.

3. Ohio River Salvage will be utilizing multiple pieces of equipment including the Motor Vessel George G., derrick boat, two deck barges and additional equipment needed to construct the facility.  After working hours the floating plant will be moored on site an
